This
video is a year old, when Bali was in the grip of a Rabies scare. They
were poisoning strays until local and international NGOs stepped in.
Since Bali is a prime tourist attraction, and very much in the
international spotlight, it was easier to get the authorities to
cooperate with the vaccination program. There are lessons to be learnt
from this: international censure can be a major deterrent to
perpetuating cruelty.
